St. Louis Area Agency on Aging
For a parent whose address is inside the City of St. Louis. The city's page describes information on elderly services, transportation, food services and Medicare, and lists hours of Monday to Friday, 8 a.m. to 5 p.m., at 1520 Market, Room 4086.

A public service of the Administration for Community Living that connects older adults and their families to services. You can call or send a text message to trained staff.

Paying for care, and getting paid for it
Missouri Home and Community Based Services referral
If Mom is not already getting help through HCBS, the first step is an initial referral, online or by phone. If minimum eligibility requirements are met, the referral goes to an assessment team that schedules a face-to-face assessment. Whether a family member can be paid is decided inside that program, not by the family.

For families where Mom or Dad is a veteran: information about supports and services for veterans and their caregivers, Monday to Friday, 8 a.m. to 8 p.m. Eastern.

When the disagreement is about paper or money
CFPB, Managing Someone Else's Money
Free guides from the Consumer Financial Protection Bureau for people named in a power of attorney to make decisions about money and property for someone else, and for court-appointed guardians. Useful for the sibling who holds the paper and for the siblings asking questions.

The Missouri Bar, legal resources and dispute resolution
The Bar's public site lists a Legal Resources Line and explains the alternatives to a lawsuit. It describes mediation as a non-binding process in which a neutral person assists the parties to communicate as they explore options for resolving their dispute.

Missouri Attorney General, Consumer Protection Hotline
For a dispute with a business, such as a company Mom signed a contract with. The office's page says to call the hotline for more information about filing a complaint, and to send copies, not originals, of contracts and invoices.

When someone may be getting hurt
Missouri Adult Abuse and Neglect Hotline
Run by the Department of Health and Senior Services. The hotline is open seven days a week, 7:00 a.m. to 8:00 p.m., and the page also offers an online report. Relay Missouri: 1-800-735-2966. A family disagreement is not abuse; a fear that Mom is being hurt, neglected or taken advantage of is a reason to call.
